Employment Equity decision framework
Representation, targets and future scenarios — with the assumptions exposed.
Use official CEE representation where it exists, map careers to the nearest defensible occupational layer where it does not, and model future paths without pretending they are forecasts.
See where the workforce stands now, where the official targets point, and what could happen under different assumptions.
Career EE lens
Dental Specialist · OFO 226101
Demand Desk does not have a published OFO-level Employment Equity statistic for this career. The tool maps the occupation to the nearest CEE occupational layer and uses broader official representation data.
Mapping basis: OFO major group 2 (Professionals) maps closely to the CEE Professionally Qualified & Middle Management layer.
Observed history behind this career mapping
What the official CEE series can — and cannot — tell us
This is the broader CEE occupational layer mapped to the career, not an OFO-specific measurement.
Unemployment by population group
Labour-market pressure looks very different across population groups.
This shows how hard it has been for people in each population group to find work. Higher unemployment can mean a tougher labour market, but it does not tell you whether one particular person will get a job.
The observed series uses Stats SA QLFS LU1 rates. Future values use the framework's low-confidence shrunk recent-trend scenario and are labelled modelled, not forecast.
How the unemployment projection works
For each population group, estimate the average quarterly change over the latest five directly observed group-specific points. Blend 60% of that group trend with 40% of the latest national quarterly trend, then cap the quarterly change to ±1.0 percentage point. Compound linearly for the selected horizon and bound the rate to 0-100%.
Confidence: LOW. This avoids treating one volatile quarter as a durable trajectory and keeps the projection anchored to the overall labour market. It is a sensitivity scenario, not a prediction.
- COVID-era QLFS collection changed to telephone interviewing from Q2 2020 through Q4 2021; Stats SA advises caution when comparing those estimates with other periods.
- The population-group series uses official Q4 anchors from 2019–2024 and quarterly observations from 2025 onward.
- Unemployment is cyclical and can change sharply with economic conditions.
- Population-group unemployment is not an Employment Equity target and should not be used as a hiring rule.
Series breaks / comparability notes
- COVID-era collection mode change · 2020 Q2–2021 Q4: Stats SA suspended face-to-face collection and used Computer-assisted Telephone Interviewing (CATI). Response rates fell and Stats SA cautioned that comparisons with earlier quarters should be made carefully.
- Face-to-face collection resumed · 2022 Q1: Stats SA largely returned to Computer-assisted Personal Interviewing (CAPI), with improved response rates.

Where do I sit in the framework?
This is a private browser-only explainer. Your selections are not submitted or stored, and they are not used in the employer scenario below.
Employer scenario
Set the observed/current workforce context
The employer is generally outside the designated-employer planning framework, so the rest of the EE model is blanked out unless you want to test a future 50+ employee scenario.
Headcount change scenario
Quick assumption: no additional hires are added. Organic workforce growth/shrinkage keeps the current representation mix. Switch to Advanced to model the composition of new hires.
The target-path scenario linearly interpolates from current representation toward the official 2030 sector target, scaled by the selected pace. Organic workforce growth or shrinkage preserves the current representation mix by default; the additional-hire inputs then change that mix. It does not predict employer behaviour.

How to read these numbers
Directly published by the CEE or Department for a reporting year, sector or occupational level.
A career is mapped to the nearest CEE occupational layer because comprehensive OFO-level EE statistics are not publicly available.
The employer workforce profile you type into the scenario. PathLens does not claim it is official.
A mathematical sensitivity path controlled by the sliders. It is not a forecast or hiring recommendation.
Trend break: the 2025 reporting population changed because employers with 1–49 employees generally ceased reporting as designated employers. Comparisons with 2024 and earlier are informative but not perfectly like-for-like.
