Disability
People with disabilities are a designated group under the Act subject to the citizenship definition. The 2025 five-year sectoral target for employees with disabilities is 3% across the sectors in the published table.

Chapter III generally applies to designated employers, including employers with 50 or more employees, municipalities, organs of state and certain collectively bound employers.
The 2025 notice identifies 18 economic sectors. A multi-sector employer applies the target for the sector in which the majority of employees are engaged.
Targets are published for Top Management, Senior Management, Professionally Qualified & Middle Management, and Skilled Technical levels, plus a disability target.
Employers consider their workforce profile, the relevant five-year sector target and the applicable Economically Active Population data when setting annual numerical goals.
The targets are not rigid quotas. Employers set annual goals, and the regulations recognise factors such as suitably qualified pools, turnover, recruitment patterns and other reasonable grounds.
